Civilian suffering in warfare is not a new phenomenon. Throughout history, civilians have been targeted by massacres, rape, torture, starvation, enslavement,and war.Last two years witnessed several civil wars in Palestine,Libya,Syria,and its generation of a large amount of refugees      
 
Singapore strongly believes the life and property of civilians affected and threatened by modern warfare should be protected and we urge the other countries concerned to abide by the international humanitarian law and the relevant Security Council resolutions.
 
Effective protection of civilians in modern warfare efforts require global and regional cooperation,which demands accountability of both rich and poor nations,developed and developing nations.In this regard, Singapore participates actively in various fora, such as the UN, the IAEA, and ASEAN, and in initiatives such as the Nuclear Security Summit, the PSI, and the GICNT. And since 1989,Singapore has taken part in 16 peacekeeping and observer missions.
 
Singapore believes that government should be responsible to shelter protect and provided assistance to those cavil and refugees.And Singapore appeals international community for trying their best to protect the safety of civilian by reducing the possibility of war and using some peaceful means to settle any conflict.First,we should give those country some effective aid to improve their life,such as provided some daily foods and supplies,medical assistance;and help them to rebuild their homes.Second,It's very necessary to send peacekeeping troops to those country to keep their domestic situation and to prevent the situation out of control.What's more,we should make sound and powerful supervising system to ensure the situation are improved and end the war as early as possible.  
 
The protection of civilians in modern warfare should be the common goal of every nation in the world.And every nation should do their best to achieve this goal. Only in this way can we have a peaceful and unities world.
