According to the background information, we can infer that the council will focus on two points: legal issues and rehabilitation.

Legal issues: As to this problem, Africa will be the core of attention. Developing countries will fall into a bloc, while developed countries are the opposite. They will make an international minimum age limit for combat action or military support.

Rehabilitation: On this problem, the international community could take measures to carry out the humanitarian rescue, such as supervision, restrictions to prevent the military reintegration of child soldiers.

The developed countries should pay the bills and provide necessary medical, psychological aid, plus physical rehabilitation counseling for children and provide enough job opportunities for children who live in poverty.
